Arlan returned to Brownlee LLP in April 2026 as Counsel in the Municipal Law Department.  Arlan articled with Brownlee Fryett in 2003 and practiced as an associate in the municipal department until 2007. Between 2007 and 2022 Arlan worked in private practice and as in-house legal counsel for municipalities and organizations. 

Arlan has also been a professor of law, teaching in MacEwan University’s School of Business from 2020 to 2026.  Arlan obtained his law degree from Dalhousie University in 2003 and in 2015 obtained his Masters in Law from Osgoode Hall Law School.  

 

Arlan’s municipal law and governance experience is enhanced by having served as a town councillor, quasi-judicial board member and not-for-profit board member.  Arlan was senior legal counsel for the Regional Municipality of Wood Buffalo through the floods of 2013 and the fires of May 2016.

 

REPRESENTATIVE WORK

Arlan’s areas of practice include general counsel and governance, assessment and taxation, planning and development, emergency management, and Indigenous business relations.
